Job DescriptionThe Department of Energy’s Idaho Operations Office operates a multi-program national research and development laboratory and is working to complete environmental cleanup project activities stemming from the Site’s cold-war legacy.We are located in Southeast Idaho and the surrounding area is an outdoor paradise. The surrounding mountains are a haven for hiking, camping, mountain biking, dirt biking, horseback riding, and rock climbing. Water sports include river rafting and canoeing and the area is famous for its fly-fishing and hunting opportunities. The area has an active and building arts council as well as symphony and theater groups.The primary purpose of this position is to serve as the Portfolio Federal Project Director responsible for directing two major projects within the overall Idaho Cleanup Project (ICP), including the Soil and Water Remediation Project (PBS-30) and the Solid Waste Stabilization and Disposition Project (PBS-13). As the Assistant Manager, Waste Disposition Project, the incumbent serves as a senior management advisor and agency level expert on project processes and activities for high dollar value, complex projects with significant resource requirements, new technology, and aggressive goals that are of high visibility for the Idaho Operations Office.The incumbent is responsible for federal oversight of all portions of the project life cycle from initial concept and site investigation through design, construction, operation, shut down and demolition. Plans and initiates action to obtain effective use of resources, and to ensure completion of programs and projects as scheduled, scoped, and funded. Manages the development of contractor oversight plans. Keeps updated of contractor activities in regard to mission accomplishment in a safe and efficient manner through personal contact with responsible contractor personnel. Monitors the status of program costs and schedules and provides guidance and direction to the contractor to achieve program milestones within budget and schedule in an effective and efficient manner.Reviews, analyzes, disseminates and presents information on assigned programs to DOE-ID, DOE HQ, DOE Corporate Boards, EPA, state of Idaho, stakeholders and contractors. Assures that program outcomes are properly documented and reported. Degree – Professional Engineering: To be acceptable, the curriculum must;(1) Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum;OR(2) Include differential and integral calculus and courses (more advanced than first year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strains relationships); © fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics;ORB. Combination of education and experience – college-level education, training, and/or technical experience that furnished: (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.All applicants must have at least one year of specialized experience equivalent to the next lower grade in the Federal service. A combination of education and experience may qualify you for this position.Specialized experience is defined as:(1) experience managing technically complex, high dollar projects with stringent fiscal and regulatory (e.g. CERCLA, RCRA) constraints; (2) experience in the application of engineering and scientific theories, principles, practices, and procedures essential to the management of programs and facilities designed to deal with the storage and management of low‑level radioactive, Transuranic (TRU) high‑level radioactive, hazardous, and mixed waste; and (3) proven ability to effectively interact with DOE-HQ, state and federal agencies, stakeholders, and senior level contractor management.HOW YOU WILL BE EVALUATED:BASIS OF RATING: Read this section carefully.Rating and selection for this position is a 5-Step process.
